About the role:
Our client is seeking an experienced Business Program Manager to lead a strategic, enterprise-wide regulatory transformation program. This program is driven by compliance obligations with the Australian Competition and Consumer Commission (ACCC) and will require changes across systems, processes, and people.
You will be responsible for overseeing multiple workstreams, managing virtual teams, and collaborating with a broad range of stakeholders including Legal, Government Relations, ACCC, Retail Service Providers (RSPs), and internal operational teams.
This role is not IT transformation-focused, but requires a deep understanding of regulatory frameworks, cross-functional business operations, and program delivery in complex environments.

Key Responsibilities:

• Lead and manage the delivery of a large-scale, cross-functional regulatory transformation program with multiple workstreams.
• Provide strategic guidance and direction to senior leadership, ensuring alignment with business and compliance objectives.
• Establish and maintain program governance, including risk, issue, and dependency management.
• Engage and influence stakeholders across legal, operations, product, and government teams to drive alignment and successful outcomes.
• Develop and implement frameworks and governance structures to support change initiatives.
• Deliver end-to-end programs encompassing systems, people, and process change.
• Identify opportunities for operational efficiencies and drive continuous improvement initiatives (Lean/Green Belt methodologies).
• Ensure effective resource planning and delivery of outcomes on time, within scope and budget.
• Support project teams in business case development, impact assessments, and delivery execution using Agile methodologies (Kanban, sprints, etc.).
• Be hands-on when necessary to manage high-priority or time-sensitive deliverables.
• Regularly report on program status, escalate key risks or issues, and provide executive-level presentations to senior stakeholders.

Required skills & experience:

• Proven experience as a Business Program Manager, leading multi-stream, enterprise-wide transformation programs.
• Strong understanding of regulatory compliance frameworks, ideally with exposure to ACCC or similar government bodies.
• Demonstrated ability to work across Legal, Operations, Product, and Government teams – not purely IT-focused.
• Excellent stakeholder engagement and communication skills, with a strong ability to influence at all levels.
• Expertise in program governance, executive reporting, and strategic alignment.
• Experience in delivering process improvement initiatives and operational transformation (e.g., Lean, Six Sigma).
• Hands-on experience with Agile delivery methods such as Kanban, sprint planning, and iterative program execution.
• Comfortable operating in fast-paced, ambiguous environments with evolving priorities.
• Prior experience in telecom, government, regulatory compliance, or public utilities sectors will be an advantage

Preferred Qualifications:

• Certification in Program or Project Management (e.g., MSP, PMP, PgMP).
• Lean Six Sigma Green Belt or equivalent.
